Faculty, Extension Agents,
and Staff This website was developed to provide immediate access to information concerning extension civil rights requirements to new and/or current staff involved in the development, promotion, and delivery of extension educational programs. Penn State Cooperative Extension, as a recipient of funds from the United States Department of Agriculture, must develop policies and maintain a system for insuring that extension programs are conducted in a nondiscriminatory manner. Over the years, the guidelines covering nondiscrimination and equal access requirements in extension educational programs have been incorporated into the PSCE Civil Rights Performance Plan. The civil rights requirements reviewed on this website must not be viewed as the exclusive resource for policy guidance or advice. Another resource that will further enhance your understanding of Penn State Cooperative Extension's commitment to providing equal access is the extension Affirmative Action Plan. The A.A.Plan was developed in consultation with the Office for Civil Rights - CSREES and it lays the foundation for civil rights compliance. In addition to the A.A.Plan, the College Coordinator of EEO/AA Programs is available to clarify and/or interpret the nondiscrimination requirements. The Coordinator may be reached by telephone at 814-865-6214, or by e-mail at jwl2@psu.edu. Also, each Regional Director is thoroughly familiar with the nondiscrimination requirements in the A.A.Plan and staff should not hesitate to contact their Regional Director for guidance on program compliance requirements. The civil rights website consists of 4 overarching programmatic goals. Listed under each program goal are objectives which require a specific assessment of opportunities for participation, and outreach efforts by staff to provide diverse clientele representation on extension committees, volunteer and clientele representation extension programs, and diversity in program materials. There is one final step to be taken by staff after reviewing the information on this website. Staff should locate the county civil rights file and review all information that is available concerning any federal, PSCE administrative, or county civil rights assessments which may have been conducted and the findings and recommendations that relate to your particular program area. This information should be reviewed to determine if targeted outreach efforts should be conducted and if other recommendations may pertain to your program area. |
